This is regarding clarification as to whether an official who is a
member of any group ‘C’ association can become an office bearer of that
association even after his promotion to higher grade( Group C to Gaz/non-Gaz.
Group B).
In this connection, it is clarified vide Directorate letter cited above
that as per Rule 5(d) (ii) of CCS(RSA) Rules, 1993, membership of the
Government Servant shall be automatically discontinued on his ceasing to belong
to such category. As such, on promotion to the higher grade, an employee will
cease to belong to the earlier category and consequently he will be ineligible
for membership of the association/union to which he belonged prior to his
promotion.
I am directed by the competent authority to instruct that if there are
any such cases within your jurisdiction, necessary instruction may be given to
such association/union to set right the same before 1.10.2014 until then the
elected body violating above conditions shall not be recognized.
