Today FNPO Delegation met Hon'ble Minister of Parliamentary Affairs and Minister of Chemicals&Fertilisers Sri.Ananth Kumar and submitted a Memorandum in his office at Parliament House and discussed regarding implementation of GDS Pay Committee Report and Hon'ble Minister assured he will take up the matter with Minister of Communications&IT Sri.Manoj Sinha and see that matter will be setteled with in a span of few weeks.

Sub:-  Issues arising out of implementation of Cadre Restructuring orders of Postal Group ‘C’ employees – Request immediate intervention and negotiated settlement.

Your kind attention is invited to the above mentioned orders of the Directorate instructing the Circle heads to implement the Cadre Restructuring proposal of Postal Group ‘c’ approved by the Directorate.
As per the Cadre Restructuring agreement signed by the staff side and Administration all HSG-I officials having two years service in the HSG-I cadre shall be promoted to the next grade pay of 4800. But as per the Cadre Restructuring proposal approved by the Department, only limited number of HSG-I posts are identified as Non-Functional HSG-I posts with 4800 GP. This is against the spirit of the agreement. This should be reviewed and all HSG-I officials with two years service should be granted the next Grade Pay of 4800.
1.    Taking into consideration the fact that large number of HSG-II and HSG-I posts will be created by up gradation and also that sufficient hands fulfilling the minimum qualifying service for promotion to HSG-II and HSG-I will not be available as a result of which large number of supervisory posts in HSG-II and HSG-I will remain vacant for years together, it is most imperative, essential and unavoidable that the minimum qualifying service for promotion to HSG-II and HSG-I should be dispensed with as a one-time measure. Such a relaxation was granted earlier for filling up of vacant HSG-I posts earlier. All senior official eligible for promotion to HSG-II and HSG-I shall be given notional promotion without joining the promoted posts by conducting DPC in a chain-manner. Such notional promotion was granted from 1983 for LSG and from 1991 for HSG-II, as the TBOP/BCR promotion treated as LSG/HSG-II till 2002 was termed as financial up gradation with retrospective effect. By granting notional promotion to HSG-II and HSG-I in a chain-manner will minimize the mass scale transfer and dislocation of HSG-II and HSG-I officials. Relaxation for dispensing with minimum qualifying service as a one-time measure shall be obtained from nodal ministry.
2.    DPC for promotion to NF HSG-I, HSG-I, HSG-II and LSG should be held in a descending order from Non-functional HSG-I to LSG and not in an ascending order from LSG to NF HSG-I. If for any higher post qualified hands are not available then the DPC for next below post should be held and qualified hands from that list, may be promoted to the higher cadre. By following this method dislocation of senior officials from one division to another can be minimized, as they can get promotion to the higher post in their division by virtue of their seniority.

3.    While dispensing with the minimum service for HSG-II and HSG-I as one time measure to facilitate filling up of all vacant posts in HSG-I and HSG-II, the Recruitment Rules may also be amended so that for future promotions to HSG-II and HSG-I, the minimum service condition will be fixed as three years instead of six years and five years now. This will facilitate filling up of posts without any delay in future.

4.    Clear orders should be issued for drawl of officiating pay to officials working in LSG, HSG-II, HSG-I posts on short term and long term ad-hoc/officiating arrangements.

5.    While effecting promotion to LSG, HSG-II, HSG-I and NF HSG-I the “Very Good” condition for bench mark should not be applied as it is applicable to MACP promotions only, that too without any retrospective effect. “Very Good” factor should not come into the picture for promotion to regular LSG, HSG-II, HSG-I and NF HSG-I. Further the promotion to LSG, HSG-II and HSG-I are on “Selection cum seniority” basis and not on pure “Selection” method.

6.    Further there is possibility of certain officials declining promotion due to transfer/dislocation or due to health problems or due to no financial benefit on promotion. Declining promotion in all such cases should be permitted and the officials should not be compelled to accept promotion by force on flimsy technical grounds as enough eligible candidates will become available for promotion, once the minimum service condition is relaxed.

7. After implementation of Cadre Restructuring, some of the senior officials promoted have been declining, as there is no financial benefit, further posted outside the station or to other divisions, the officials are incurring financial losses.  To avoid such anomaly, It is therefore requested to kindly cause to issue orders contained in Dept. of Expenditure, Ministry of Finance OMs 10/02/2011-E.III/A dated 07.01.2013 and OM No 169/2/2000-IC 24.11.2000 in its true spirit and allow fixation of pay on promotion on or after 24.11.2000 to all the officials promoted  to the cadre of LSG/HSG-II/HSG-I from the respective feeder cadre, whether they are promoted by selection through DPC or by passing a competitive departmental examination, by extending the benefit of fixation of pay under FR22(1)(A)(i) as the promotional posts carry higher responsibility having the same grade pay.

We hope that the Hon’ble Secretary, Department of posts will understand the genuine difficulties of the officials who are to be promoted under Cadre Review and extend a positive and helping hand to ameliorate their grievances on sympathetic and humanitarian consideration.

My union wish to bring the following problems related to CSI to the notice of Secretary, Department of Posts for immediate intervention and for favorable consideration.
Network Issues:
Consequent on implementation CSI, the network access is fallen down to 50% due to parallel access of CSI and CBS.  Network related issues have been arising frequently As the band width of C class office is very low the staff at C class office are facing much inconvenience during important hours between 10am to 4pm.
Equipment related issues: In many offices the UPS and Generator have not been functioning. Annual Maintenance of Electronic equipment like UPS, Generators, Systems, Printers have not been solved at Divisional. Divisional level authorities are tossing the issues to RO Level and ROs tossing the issues to Circle Level. The AMCs of Computer Related equipments are not being renewed in time.
Pass Book Printers : The Directorate has been compelling for use of Pass Book Printers and to avoid manual entries in Pass Books like in banks. But in banks there are separate outsourced counters for updating of Pass Books. The transaction mechanism in Post Office is traditional one unlike banks. It is hard nut to crack to print100% transactions through Pass Book printers, particularly in respect of RD accounts opened thru MPKBY. Passbook printers supplied are not in working condition in many offices.

CSI Related issues: Due to CSI roll out, before Rural ICT, the staff are facing immense pressure for completion of daily work. They have been spending much time beyond working hours for routine work. Thousands of multiple denomination accounts have been opened since 5 years at each BOs. Feeding of concerned vouchers in CBS and for completion of related works in CSI at SO staff have been facing over work load.
In C class SO’s where CSI is rolled out without RICT the SPM has to perform the work of all the BO’s and it is impossible for him to complete the work due to had connectivity. The divisional heads compelling them for opening of New Accounts  and new PLI/RPLI business. The after sale services like maturity sanctions, PLI/RPLI closures came to a standstill. For a single transaction the SPM has to struggle with two passwords and various modules which is time consuming.
We have already requested providing another hand or merger of C class offices. The use of two passwords is most undesirable. Quick decision has to be taken on this aspect instead of a postmortem at a later date.
It has been requested for implementation of CSI Roll out only after Rural ICT rollout with the Circles. But the circles have been bulldozing CSI roll out without Rural ICT without asseing the practical difficulties. Many issued have been encountered due to this, at Branch Offices and Sub offices for smooth completion of accounting. Regarding CSI user friendly interface, the POS and DPMS are moderately User friendly. But the F&A module is not user friendly and staff are feeling much hardship for working in F&A modules.
Rural ICT: Even in the division rolled out for RICT the work related to CBS or SB is only being done at BO level. Other works like MOs, Register Post, Speed Post are not implemented in many divisions
Aadhar Seeding and Mobile Linking : Orders have been issued for completion of Aadhar Seeding and Mobile linking to all accounts by giving target dates. But the process of Aadhar Linking and Mobile linking is a continuous process, the process is continuing in Banks still, though the Banks have been using online packages and KYC based transactions since decades. In DOP the online banking system is just introduced since 2015 and many of the accounts without KYCs are migrated to CBS out of which many of the accounts are not operational.
We hope that the Hon’ble Secretary, Department of posts will take necessary steps for solving the above problems

General Secretary meeting with Secretary, Department of Posts & Chairman Postal Services Board

Today (18-12-2017) the General Secretary NAPE Group-c along with GS, AIPEU, Group-c met Secretary, Department of Posts and continued for more than half hour and discussed the following.

1. Early implementation of GDS committee report : It is under active process and try to issue orders in January 2018 after approval from Central Cabinet.

2. IPPB: While thanking for issue of notification for deputation of officials including GDS, we requested more participation of GDS in the scheme.

3. CSI issues: We demanded supply of RICT devices to BO's and implementation of CSI afterwards providing hand to C class offices, password problem and abnormal workload for C class SPM's.

4. Immediate notification of Departmental Council - Separate meeting on IPPB.

5. Implementation of Appex court judgments on MACP issues.

6. Payment of dress allowance of Rs.10000/- instead Rs.5000/- to the staff who are eligible  as the order is ambiguity.

    The Secretary wanted some more time for stabilization of CSI roll out and requested for cooperation of Group-c. Roll out problems are vigorously perused with TCS. Aggregation of ports for better connectivity is under process for more connectivity.

7th CPC Revised Allowances should be from January 2016 – NCJCM Staff side

Dear Comrades!

Sub: Proceedings of the meeting of the Standing Committee meeting of the National Council(JCM held on 03.05.2017 under the Chairmanship of Secretary(DoP&T)

Immediately after Introductory Remark of the Secretary(DoP&T), the Staff Side raised the following issues:-

1. For more than 7 years now the National Council(JCM) has not met. Functioning of the JCM is completely diluted by the Government Departments are also not holding meeting. The grievances on service matter of the employees are getting accumulated. The JCM Machinery needs to be strengthened and meeting with the Staff Side should take place regularly.

2. It is now more than 10 months after proposed “Indefinite Strike” was deferred by the Central Government Employees; based on the assurance given by the Group of Ministers. None of the demands is settled. “The Staff Side is in dark about the recommendations of the Allowance Committee”. “While Pay Commission’s report is put on the Public Domain after its submission to the government, why these reports are kept secret”, the Staff Side asked. Since Allowances Committee report is considerably delayed the date of effect of the revised allowances should be w.e.f. 01.01.2016. The Staff Side has demanded that, Minimum Wage should be raised, Pay Matrix should also be revised, to recommend at least Minimum Guaranteed Pension of 50% of the last pay drawn, Family Pension, and Disability Pension and GPF to all the Central Government Employees. It is unfortunate that, Option No.1, recommended by the 7th CPC for pre-01.01.2016 Pensioners, is also rejected. The Central Government Employees are very much agitated and there is going to be an uncontrollable unrest, hence the Chairman is requested to convey our feelings to the government to avoid a confrontation

(Chairman intervened and assured that he would convey the feelings of the Staff Side to the government).
3. In spite of the Government orders many autonomous bodies have not revised the pay scale of the employees as per 7th CPC and no order is yet issued for revising the pension of the pensioners who retired from these autonomous bodies. These issues needs to be settled by the government.

4. Staff Side demanded to fill-up all the vacant posts and also to sanction additional posts to man additional assets and additional workload without insisting on Matching Saving.

Thereafter, Action Taken Report on the progress/decisions taken on the Agenda Points discussed during last Standing Committee Meeting was taken for discussion. Details are given below-

DISCUSSION ON ACTION TAKEN REPORT

1. No privatization PPP or FDI in Railways and Defence Establishment

The issue will be separately discussed by the Railways and Defence Ministry with the Recognized Federations

2. No Corporatization of Postal Services

Department of Post informed that there is no proposal of Corporatization / privatization at this juncture.

3. Scrap PFRDA Act and reintroduce the Defined Benefit Statutory Pension Scheme

The Chairman stated that, we have to wait for the report of the NPS Committee. However, the Staff Side insisted that, there should be at least Guaranteed Minimum Pension of 50% of the last pay drawn, Family Pension, and Disability Pension.

4. Regularize the existing daily rated/casual and contract workers, and absorb trained apprentices. No labour reforms should be carried out which are not in the interest of workers.

After discussion it was decided that, specific cases, if referred to the DoP&T by the Department/ Staff Side, may be considered. The issue of Gun and Shell Factory Casual Employees would be considered in consultation with the MoD.

5. Revive JCM functioning at all levels as an effective negotiating forum for settlement of demands of the central government employees.

It was assured that JCM Machinery would be activated

6. Remove the arbitrary ceiling on compassionate appointments.

The Staff Side demanded the following:-

a. The arbitrary and artificial 5% ceiling may be removed.

b. Pending the same the 5% vacancies should be calculated on the overall vacancies and not in the vacancies of the particular year.

c. For calculation of vacancies Group B posts also should be taken into account.

d. In the Defence Ministry wards of service personnel are given Compassionate Appointment in the 5% of Civilian Vacancies. However while calculating 5% vacancies, the vacancies of service personnel are not taken in to account. This anomaly may be rectified.

e. Defence Ministry has proposed a onetime relaxation of 5% ceiling considering the large number of pending applications. TheDoP&T has rejected the same. The issue may be reconsidered by the DoP&T

After discussion on the above issues SecretaryDoP&T assured that he would reconsider the whole matter.

7. Ensuring Five Promotions in the Service Career

The Staff Side insisted that MACP should be in the promotional hierarchy and the condition of “Very Good” grading should be removed for granting of MACP

8. Non-implementation of the decision taken in the 46th National Council (JCM) Meeting held on 15t May 2010 with regard to Item No. 20.

The Staff Side stated that in spite of the DoP&T’s direction not to recognize Associations of “Workers”, the Defence Ministry is not implementing the same. After discussion Secretary DoP&T assured that he would discuss the matter with the Defence Secretary and settle the same.

9. Reduction of one day Productivity Linked Bonus (PLB) to the employees of OFB & DGQA under

Department of Defence Production against Cabinet decision and Government orders. Staff Side protested against the arbitrary recovery of PLB days in the case of employees of Ordnance Factories, DGQA, DGAQA and EME. After discussion Secretary DoP&T directed the Department of Expenditure to reconsider the matter and if necessary to put up the case to the Finance Minister for his consideration.

10. Grant of one time relaxation to the Central Government employees who have availed LTC-80 and travelled by air by purchasing Ticket from other than authorized agent.

The Staff Side insisted that the employees who are otherwise not eligible for entitlement of air traveling, have purchased flight tickets from other than authorized agents due to their ignorance of rule position should not be punished by imposing recovery of the entire LTC amount etc. Therefore to settle the matter once for all a onetime relaxation may be given to such employees. After discussion it was decided that DoP&T may reconsider the whole matter.

11. Grant of House Rent Allowance to the employees who have vacated government quarters.

The Staff Side insisted that NAC should not be a pre condition for grant of HRA to those employees who vacate the government quarters. After discussion it was decided that the Directorate of Estate and Department of Expenditure would consider the matter.

12. Restoration of interest-free advances withdrawn by the Government based on 7th CPC recommendations.

The Official Side assured that, the demand of the Staff Side would be conveyed to the government.

13. Grant of entry pay recommended by 6th CPC to the promotees under the provisions of CCS(RP) Rules- 2008.

The Staff Side stated that the decision taken in the National Anomaly Committee meeting in this regard was not accepted by the finance ministry and at present the Principle Bench CAT New Delhi and the CAT Madras Bench has given judgment in favour of the employees and hence the Department of Expenditure may reconsider the matter. After discussion it was decided that the Department of Expenditure would reconsider the matter.

14. Grant of 3rd MACP in GP Rs.4600 to the Master Craftsmen (MCM) of Defence Ministry who were holding the post of MCM in the pre-revised pay scale of Rs.4500- 7000 as on 31/12/2005.

After discussion it was decided that DoP&T will refer the matter to Department of Expenditure recommending to reconsider their earlier decision of rejection since the demand is in conformity with the rules on ACP/MACP.

15. Carrying forward of Earned Leave by Defence Industrial Employees on transfer/ appointment from non Industrial to Industrial Establishment.

DOPT has agreed with the demand and their decision would be conveyed to MOD after receipt of the proposal from Defence Ministry in this regard.

16. Reimbursement of actual medical expenditure incurred by the employees in recognized hospitals.

CGHS rates are under revision and the same would be issued soon.

17. Dental Treatment in private hospitals recognized under CGHS / CS(MA) Rules, 1944 for CS(MA) beneficiaries.

CGHS vide their OM dated 5th April 2017 has informed that the requirement of no objection certificate has been dispensed with vide OM No. S.14025/41/2015-MS dated 7.12.2016.

18. Removal of ambiguity in fixation of pay of re-employed Ex-Servicemen and grant of the same benefit extended to Commissioned officers to personnel below officers rank also

The demand is under consideration ofDoP&T in consultation with the Department of Expenditure

19. Permission to opt for pay fixation in the revised pay structure on a date after the date of issue of CCS(RP) rules 2016 notification (25.7.2016) in case of employees whose promotion becomes due after 25.7.2006.

The issue is under consideration of Department of Expenditure and a decision would be taken soon.

20. Fill up all vacant posts including promotional posts in a time bound manner.

DOPT is framing a fresh calendar for holding DPC and effecting promotions which will enable to fill up the promotional Posts in a time bound manner. Instructions will be issued very soon.

21. Abolish and upgrade all posts of Lower Division Clerks (LDCs) to Upper Division Clerks(UDCs)

The Staff Side demanded that the LDC post may be merged with UDC and MTS may be promoted directly to UDC. DoP&T agreed to consider the demand.

Due to paucity of time, new agenda points, given by the Staff Side, was not taken up for discussion. It was decided that the Action Taken on the New Agenda Points would be communicated to the Staff Side and a meeting would be thereafter convened to discuss these items.
Cabinet approves revision of pension to pre 2016 pensioners

The Cabinet approved modifications in the recommendations of the 7th CPC relating to method of revision of pension of pre-2016 Pensioners and Family Pensioners based on the suggestions made by the Committee, chaired by Secretary(Pensions), constituted with the approval of the Cabinet. While approving implementation of the 7th CPC recommendations on 29th June, 2016, the Cabinet had approved the changed method of pension revision recommended by the 7th CPC for pre-2016 pensioners, comprising of two alternative formulations, subject to the feasibility of the first formulation which was to be examined by the Committee. In terms of the Cabinet decision, pensions of pre-2016 pensioners were revised as per the second formulation multiplying existing pension by a fitment factor of 2.57, though the pensioners were to be given the option of choosing the more beneficial of the two formulations as per the 7th CPC recommendations. In order to provide more beneficial option to the pensioners, Cabinet has accepted the recommendations of the Committee, which has suggested revision of pension based on the information contained in the Pension Payment Order (PPO) issued to every pensioner. The modified formulation will be beneficial to more pensioners than the first formulation recommended by the 7th CPC, which was not found to be feasible to implement on account of non-availability of records in a large number of cases and was also found to be prone to several anomalies.

The term ‘family’ means and includes:-
a. “Husband or wife as the case may be and other dependant family members.
b. Dependant Family Members: parents, sisters, widowed sisters, widowed daughters, minor brothers and minor sister, children and step-children wholly dependent upon the Government Servant and are normally residing with the Government Servant”.
Also now included , dependent divorced / separated daughters ( including their dependant minor children) and step-mother.
c. The term dependency means that income from all sources including pensions and pension equivalent of DCRG benefit is less than Rs.3500/- plus amount of DA on Basic pension of Rs3500/- per month.
d. However, there is no such clause as dependency in respect of spouse.

Serving employees submit the forms in prescribed format enclosing photos of eligible family members and submit to the Ministry / Department/Office , where he / she is employed. 5. ARE CGHS FACILITIES FREE OF COST?

Contribution in respect of Pensioners are calculated on the basis of grade pay they are entitled had they been in service , but for superannuation.

6. WHAT IS THE SYSTEM FOR THE SERVICES OF SPECIALISTS IN DISPENSARIES?

Prior registration is required appointment with the CGHS Wellness Centre, where specialist services are available. However, In case of emergency contact CMO i/c of dispensary of Wellness Centre for consulting specialist without prior appointment.

7. IS THERE ANY INTERACTIVE MECHANISM AT DISPENSARY LEVEL?

At the Wellness Centre ‘Local Advisory Committees’ are formed. CMO i/c holds a meeting with Local Advisory committee members to discuss local dispensary related issues.

8. HOW LONG DOES IT TAKE TO GET THE CGHS CARDS?

Normally computerized printout of index card is issued on the same day. Plastic cards are sent to the residence in ‘3’ weeks time.

9. WHOM SHOULD I APPROACH IN CASE THE CGHS CARD IS NOT ISSUED TO ME IN THE PRESCRIBED TIME?

Contact Joint Director (HQ), CGHS, Bikaner House, New Delhi in case of Delhi and Addl. Director of City in case of other cities.

10. WHAT SHOULD I DO IF I LOSE MY CGHS CARDS ?

Application is to be submitted to AD/JD along with two photographs and a IPO for Rs. 50/- for issue of duplicate card.
Indian Postal Order payable to “ P.A.O. CGHS Delhi” if in Delhi or “ Additional Director of the CGHS City “ in respect of other cities

11. WHAT SHOULD I DO IF THE DETAILS ON THE CARD VIZ. NAME, DATE OF BIRTH, ENTITLEMENT, ETC. ARE WRONG?

Kindly bring the anomalies to the notice of Joint Director, CGHS (HQ), and Bikaner House in Delhi and to the Addl. Director, Joint Director of concerned CGHS City in other cities.

12. IS THERE A COLOUR SCHEME FOR PLASTIC CARDS? WHAT ARE THE DETAILS?

CGHS Plastic cards have the following colour at the top:
i. Serving Government employees – Blue
ii. Pensioners, ex-MPs , Freedom Fighters, etc., – Green
iii. Member of Parliament – Red
iv. Beneficiaries of Autonomous Bodies / Journalist – Yellow

13. I RETIRED IN 1998 FROM CENTRAL GOVT. BUT, I NEVER MADE A CGHS CARD. CAN I GET A CARD NOW?

Pensioners can apply for CGHS card with relevant documents.

However, the subscriptions as applicable at current rates shall have to be paid.

14. MY HUSBAND/WIFE IS ALSO EMPLOYED UNDER CENTRAL GOVERNMENT AND IS ELIGIBLE FOR A SEPARATE CGHS CARD. IS IT NECESSARY THAT SEPARATE CARDS ARE TO BE OBTAINED?

No. Spouse drawing higher pay shall make the card and other spouse is eligible to avail CGHS benefits as member.

15. MY HUSBAND / WIFE RETIRED IN 2002. HE /SHE WAS PAYING CGHS SUBSCRIPTION EVERY YEAR. AFTER HIS DEATH CAN I GET CARD ON MY NAME. DO HAVE I TO PAY EXTRA. SHALL I GET LIFE TIME VALID CARD ?

Yes, the ownership of card can be transferred in the name of spouse on submission of required documents. Addl. Director of concerned city shall transfer the ownership of Card in the computer Data base and same CGHS plastic cards with same Beneficiary ID can be used
a. No extra payment to be made, in case of life time cards.
b. However in other cases one has to pay 10 years subscription for life time card
For example, if the spouse had contributed for seven years before he expired , balance payment for the remaining three years is to be paid for a life time card.
c. Documents required : Application in prescribed format Proof of Family Pension with its break up from Bank Prescribed contribution if, card is not for life time

16. HOW TO TRANSFER CGHS CARD FROM ONE WC TO OTHER IN THE SAME CITY?

d. If there is any change in residential address , CMO i/c may be approached with proof of residence for transferring the data from one Wellness Centre to another in the same city. CMO i/c of the new Wellness Centre will accept the data of transferred card.
e. In respect of serving employees the request is to be forwarded by his/her office / department.

17. I AM CGHS BENEFICIARY AT KANPUR. VISITING MUMBAI FOR 6 MONTHS. CAN I GET CGHS FACILITIES AT MUMBAI .CAN SAME CARD OF KANPUR CONTINUE OR A SEPARATE CARD TO BE MADE. FROM WHERE TO GET PERMISSION FOR THE SAME?

Subsequent to computerization no separate permission is required and CGHS card is valid for availing facilities from any CGHS Wellness Centre in India. For any assistance , Addl. Director of the city may be contacted.

18. WHO IS COMPETENT TO DELETE NAME OF SONS WHO HAVE CROSSED AGE OF 25 YEARS?

CMO i/c of Wellness Centre is competent to delete the name of son aged 25 yrs and above. Computer system does not allow sons aged 25 and above to avail medical facilities.

19. AFTER RETIREMENT IN 2007 I GOT A LIFE TIME PENSIONER CGHS CARD MADE IN DELHI. NOW I AM SHIFTING TO DEHRADUN. CAN I USE THE SAME CARD. DO I PAY AGAIN?

Pensioners shifting from one CGHS covered city to another, will have to apply to the Addl. Director of concerned city for transfer of card. The card shall be transferred online and a receipt will be issued to the beneficiary , on the basis of which , Addl. Director of new city ( say Dehradun) shall receive the data. Same Plastic cards and same Ben ID will be valid. No contribution is required to be paid in respect of pensioner beneficiary  holding life time cards.

20. I LIVE IN GURGAON BUT MY OFFICE IS IN SAKET. CAN I AVAIL FACILITIES FROM BOTH THE PLACES BECAUSE IT IS CONVENIENT FOR ME.

Yes. Subsequent to computerization CGHS facilities can be availed from any Wellness Centre in India.

21. IS THERE ANY AGE LIMIT FOR SONS / DAUGHTERS AS DEPENDENT IN CGHS CARD ?

f. Son is eligible till he starts earning or attains the age of 25 years or gets married whichever is earlier.
g. However, in case the son is suffering from any permanent disability of any kind (physical or mental) he is eligible for CGHS benefits even after 25yrs .
h. Disability means blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation, mental illness.
A disability certificate from Medical Board is required.
i. Daughter is eligible till she starts earning, or gets married, whichever is earlier (irrespective of age)

22. ARE STEP-CHILDREN ALLOWED CGHS FACILITIES?

Yes. If they are dependent on card holder: other conditions as in case of dependent sons and daughters.

23. CAN DEPENDENT IN-LAWS BE INCLUDED UNDER FAMILY MEMBERS FOR CGHS FACILITIES?

A lady Government servant will be given a choice to include either her parents or parents –in-law for the purpose of availing the benefits under CGHS subject to the condition of dependence and residence, etc., being satisfied. Such option is not available for male Government servants

24. ME AND MY WIFE ARE BOTH CENTRAL GOVT. EMPLOYEES AND HAVE DEPENDENT BROTHERS / SISTERS AND PARENTS. CAN WE MAKE SEPARATE CARDS AND INCLUDE FAMILY MEMBERS?

Yes. Both Government employees have the option to make CGHS Contribution and obtain Two separate CGHS cards and the names of the eligible dependent family members can be included on their respective cards. Your wife can include the names of her parents/ brothers / sisters and such other eligible dependents in her card, subject to the condition of dependence and residence, etc., being satisfied.

25. CAN THE CMO OR THE PHARMACIST GIVE A DIFFERENT BRAND THAN THE ONE PRESCRIBED BY THE SPECIALIST?

Medicines are issued at CGHS Wellness Centres by the same brand, if available or by generic name or by any available brand name of equal therapeutic value.

26. WHAT IS THE PROCEDURE FOR GETTING LIFE SAVING DRUGS ?

In Delhi- through CGHS Medical Store Depot, Gole Market The documents required are:-
i. Prescription of specialist. of Govt. Hospital or CGHS approved private Hospital.
ii. Photocopy of his/ her token card/ plastic card.
iii. Copy of permission if his prescription is from CGHS approved private Hospital.
iv. Utilization certificate in original during subsequent visit.
v. Indent is also placed online through CGHS Wellness centre.
vi. In other cities request is to be submitted to the Addl. Director of City.

27. WHAT SHOULD I DO IF THE WELLNESS CENTRE/DISPENSARY DOES NOT GIVE ALL THE MEDICINES?

Contact CMO i/c of the concerned Wellness Centre or Addl. Director, CGHS of concerned city or Director, CGHS.

28. HOW LONG DOES IT TAKE TO GET THE MEDICINES ?

Medicines available in the dispensary are issued immediately.
If any medicine is not available and is to be indented through Authorized Local Chemist the same are issued on the next day.

29. ARE THE PRESCRIPTION OF SPECIALISTS OF EMPANELLED HOSPITALS BINDING ON THE DISPENSARY ?

Medicines are issued on the basis of prescriptions of government doctors. However, in permitted cases medicines are issued on the basis of prescriptions of empanelled hospitals and medicines will be issued as per the available brand / generic names.

30. WHAT IS THE MAXIMUM PERIOD FOR WHICH MEDICINES CAN BE GIVEN IN ONE GO ?

i. For treatment of Chronic illnesses medicines up to  3  months are issued in one go , provided there is a valid prescription.
ii. In case of a beneficiary visiting a foreign country , medicines upto ‘6’ months are issued in respect of cronic illnesses , based on valid prescription and documentary support of visit to a foreign country.
Beneficiary is required to submit an application for obtaining permission from AD/JD along with the following
documents:-
Copy of valid CGHS card/ token card.
Valid prescription for six months counter signed by HOD of Specialty of Govt. Hospital.
Proof of station leaving like ticket, Visa etc.

31. IF SOME MEDICINES LIKE ANTIBIOTICS ARE URGENTLY REQUIRED AND ARE NOT AVAILABLE AT CGHS WELLNESS CENTRE WHAT CAN BE DONE?

In case some medicines are not available and are urgently required for treatment , there is provision for issue of authority form by CMO i/c for collection of medicines, for a few days like 3-5 days, directly from authorized local chemists .

32. HOW TO GET A DRUG IF SAME IS NOT AVAILABLE IN WC & ALSO NOT SUPPLIED BY CHEMIST(ALC)?

j. Beneficiary, after authorization by CMO i/c can purchase such drugs from open market & claim reimbursement from ALC.

33. WHAT SHOULD BENEFICIARY DO, IF HE/ SHE NOTICE SOME DETERIORATION IN THE QUALITY OF DRUGS?

He /she should return the medicine to WC & get replacement. Samples can be sent for testing through CMOI/C.

34. MY FATHER IS A CANCER PATIENT AND AFTER OPERATION IS BED RIDDEN. DOCTORS HAVE ADVISED PROTEIN POWDER. CAN I GET FROM CGHS?

Dietary supplements are not permissible under CGHS.

35. IS PEN FILL INJECTION PROVIDED UNDER CGHS ?

Insulin pen is not supplied under CGHS. But, Insulin pen cartridges are
supplied under CGHS

36. WHAT DO I DO IF I AM UNWELL AT ODD HOURS, SAY LATE IN NIGHT?

CGHS beneficiaries have the option to go to any of the 24 hr functional dispensaries in Delhi, a nearby govt. hospital / empanelled private hospital or even any private hospital , in case of emergency.

37. WHOM SHOULD I CONTACT IF THE DOCTORS ARE NOT PRESENT IN THE WELLNESS CENTRE / DISPENSARY?

Contact CMO i/c of the concerned Wellness Centre or Addl. Director, CGHS of concerned city or Director, CGHS.

38. IN EMERGENCY WHO ARE ALL ENTITLED TO GET TREATMENT AT PVT EMPANELLED HOSPITAL ?

Any beneficiary holding a Valid CGHS card.

39. WHAT SHOULD I DO IN CASE OF EMERGENCY?

CGHS beneficiaries have the option to go to any of the 24 hr functional dispensaries in Delhi, a nearby govt. hospital / empanelled private hospital or even any private hospital

40. WHAT ARE THE PAPERS TO BE SUBMITTED FOR ANY INVESTIGATION BY AN EMPANELLED DIAGNOSTIC CENTRE?

i. Original or self attested copy of prescription of CGHS Doctor / Government specialist
ii. Copy of CGHS Card of the patient and main card holder (head of family).

41. WHAT ARE THE CRITERIA FOR ENTITLEMENT OF TREATMENT ENDORSED ON CGHS CARD LIKE GENERAL WARD / SEMI-PVT WARD OR PVT. WARD IN CGHS EMPANELLED HOSPITALS?

Endorsement of entitlement for general/semi- private/private ward facility is done according to their basic pay / basic pension as under :
Upto Rs. 13,950/- per month – Entitlement : General Ward
Rs. 13,960/- to 9,530/- per month -Entitlement: Semi-private Ward
Rs. 19,540/- and above – per month – Entitlement : Private Ward

42. WHICH ARE THE CATEGORIES ELIGIBLE FOR CASHLESS TREATMENT?

Hospitals shall provide credit facility to the following categories of CGHS beneficiaries (including dependent family members, whose names are entered on CGHS Card):
Members of Parliament; Pensioners of Central Government drawing pension from central estimates;
former Vice-presidents, Former Governors and former Prime Ministers;
Ex-Members of Parliament;
Freedom Fighters;
serving employees of Ministry of Health & Family Welfare (including attached / subordinate offices under the Ministry of Health & Family Welfare)

43. WHAT SHOULD I DO IF THE EMPANELLED HOSPITAL REFUSES TO ENTERTAIN OR GIVE A STEP-MOTHERLY TREATMENT?

Contact CMO i/c of the concerned Wellness Centre or Addl. Director, CGHS of concerned city or the nodal officer for grievances.

44. I AM A SERVING EMPLOYEE OF AN AUTONOMOUS BODY, HOLDING CGHS CARD. WHO WILL GIVE ME PERMISSION FOR TREATMENT ON THE RECOMMENDATION OF GOVT. SPECIALIST?

Permission for specific treatment procedure as advised by a Govt. Specialist at private empanelled hospitals shall be granted by the Head of Autonomous body in respect of serving employees as well as pensioners of Autonomous bodies covered under CGHS.

45. WHAT IS THE TIME WITHIN WHICH MY MEDICAL CLAIM IS TO BE REIMBURSED?

If all documentation is complete medical claims of pensioners are cleared in 45 days.

46. WHAT CAN I DO IF MY CLAIM IS UNNECESSARILY DELAYED?

Pensioner beneficiaries can contact the Additional Directors of concerned city / zone on any Wednesday between 11 A.M. and 1 P.M.

47. I AM A CGHS PENSIONER.MY WIFE WAS ADMITTED IN PVT HOSPITAL IN EMERGENCY STATE. HOW TO GET REIMBURSEMENT OF MONEY SPENT ON HER TREATMENT?

Apply to CMO I/c of WC with :
MRC forms duly filled in as per Check list
Copy of Discharge summary
Hospital bills with break-up
Receipts in original
Copy of the valid CGHS Card

49. MY HUSBAND/WIFE WAS A CGHS CARD HOLDER. HE/SHE WAS SICK AND DIED WHILE IN HOSPITAL. HOW DO I GET MRC?

Apply to CMO I/c of WC with :

iv. Copy of Death summary
v. Hospital bills with break-up
vi. Vouchers in original
vii. Copy of the valid CGHS Card

50. I RETIRED IN DEC 2011. DUE TO CERTAIN REASONS I HAD TO GO TO MY NATIVE PLACE IN UTTRANCHAL AND COULD NOT MAKE PENSIONER’S CGHS CARD. IN MAY 2012 I CAME TO DELHI AND HAD HEART ATTACK. IN EMERGENCY I WAS TREATED IN PVT HOSPITAL.  I GOT CGHS CARD MADE AFTER DISCHARGE BUT I HAVE BEEN REFUSED REIMBURSEMENT OF THE EXPENDITURE INCURRED.

After retirement three months grace period is given to get CGHS card made.
The treatment taken and expenditure incurred thereon within the grace period of three months from the date of retirement will be allowed and expenditure reimbursable subject to the condition that the beneficiary has either obtained or applied for CGHS pensioner card with all documents and requisite CGHS subscription within one month of expiry of the grace period of three months.
The expenditure on treatment taken after the grace period of three months from date of retirement will not be reimbursable unless the beneficiary has obtained a valid CGHS card or has applied for CGHS pensioner card with all documents and requisite CGHS subscription prior to taking such treatment.

51. I WENT TO HYDERABAD TO VISIT MY SON AND HAD FRACTURE OF LEG BONE. I RECEIVED TREATMENT FROM A PVT HOSPITAL. SHALL I GET FULL REIMBURSEMENT?

Reimbursement for treatment taken in a private hospital under medical emergency shall be considered as per CGHS rates only.

52. IS TREATMENT FOR IVF REIMBURSABLE?

IVF treatment is approved under CGHS. The details may be seen as per Office Memorandum Z.15025/5/2011/CGHS III/CGHS(P) dated 22.11.2011 , which can be downloaded from CGHS Website

53. ARE AMBULANCE CHARGES REIMBURSABLE?

Yes. Ambulance charges are reimbursable within the city , if there is a certificate from treating doctor that conveyance by any other mode would definitely endanger patient’s life or would grossly aggravate his/her condition.

54. I HAVE A MEDI-CLAIM INSURANCE POLICY. DUE TO EMERGENCY RECEIVED TREATMENT IN A PVT HOSPITAL. SOME AMOUNT WAS PAID BY INSURANCE CO. CAN I GET BALANCE FROM CGHS ?

Yes. First Bills are submitted to Insurance Company.Duplicate bills with certificate from Insurance Company may be claimed from CGHS by Pensioner CGHS beneficiaries.CGHS shall consider reimbursement at CGHS rates or actual whichever may be less. However, the total reimbursement from both sources should not exceed actual expenditure. Serving employees shall submit claim to department for reimbursement.

55. I SUBMITTED MRC FOR RS. 1 LAC 20 THOUSAND BUT I WAS REIMBURSED ONLY RS. 45,800/-. WHY TOTAL AMOUNT WAS NOT REIMBURSED?

Government has no agreement with private hospitals , which are not empanelled under CGHS for charging CGHS rates. However, if treatment is undertaken at private non- empanelled hospitals under emergency , reimbursement will be limited to CGHS rates or actual, whichever may be lower. Since, non empanelled private hospitals often charge at rates different from the CGHS rates there will be difference in the amount reimbursed if the private hospital charges are higher than CGHS rates.

56. I WANT TO GET MY CATARACT SURGERY DONE AT PVT EMPANELLED HOSPITAL ?

How can I get it done Beneficiaries are required to obtain advice from a Govt. Specialist / CMO i/c for Cataract surgery. Pensioners can apply to CMO I/c of WC for permission to obtain the treatment at one of the empanelled hospitals of his /her choice. Serving employees to apply to his / her Department / office.

57. IS IT NECESSARY THAT THE GOVT SPECIALIST SHOULD WRITE ‘REFERRED TO CGHS EMPANELLED HOSPITAL’ FOR OBTAINING PERMISSION?

Advice of Government specialist is required only for the specific treatment procedure / investigation to be undertaken. There is no need to specifically refer to any empanelled hospital/ diagnostic lab. It is the choice of beneficiary to under treatment / investigations at any of the empanelled hospitals / diagnostic laboratories after obtaining permission from competent authority.

58. CMO INCHARGE DOES NOT REFER ME TO PVT. HOSPITALS ON MY REQUEST?

As per CGHS guidelines there is no provision for OPD referrals to
private empanelled hospitals except in satellite towns of NCR

59. I AM AN ACCREDITED JOURNALIST WITH CGHS CARD CAN I SEEK TREATMENT IN PVT. EMPANELLED HOSPITALS IN EMERGENCY AND GET CREDIT FACILITY?

No. Journalists are entitled only for OPD treatment from dispensaries and treatment from Dr.RML Hospital. Journalists are not entitled for reimbursement for treatment from empanelled hospitals.

60. WHAT ARE THE FACILITIES AVAILABLE TO ME IF I AM A PENSIONER IN A NON CGHS AREA ?

xi. Pensioner residing in non- CGHS covered areas have the option to become CGHS beneficiary and avail CGHS facilities from the nearest CGHS covered city.
xii. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs300/- per month and opt not to avail CGHS facility.
xiii. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs300/- per month for OPD treatment and obtain CGHS card from nearest CGHS covered city for inpatient facilities under CGHS. No OPD medicines shall be issued in such cases.
xiv. CGHS pensioner beneficiaries (and their dependant and eligible family members) who are holding a valid CGHS Card and residing in a non-CGHS area shall be eligible to obtain inpatient medical treatment and also follow up treatment from Govt. Hospitals / CS(MA) /ECHS approved hospitals on proper referral from CGHS dispensary and submit the medical reimbursement claim to the Addl.Director/ Joint Director of CGHS of city where the CGHS card is registered.
1. In case of medical emergency , treatment may be obtained from any hospital and medical claim shall be submitted to AD/JD , CGHS of the concerned city.
2. Reimbursement shall be limited to the CGHS rates of the city where the card is registered and as per the
ceiling rates and ward entitlements or as per actuals, whichever may be less.

61. I AM A SERVING EMPLOYEE RESIDING IN A PLACE CLOSE TO A CITY COVERED UNDER CGHS. CAN I GET CGHS CARD ISSUED FROM THE NEAREST CGHS CITY?

There is no provision to avail CGHS facilities in respect of serving government employees residing in non-CGHS covered areas. They are covered under CS(MA) Rules 1944.

62. I HAVE RETIRED FROM DELHI. NOW I WANT TO SETTLE IN A CITY WHERE NO CGHS FACILITY IS AVAILABLE . HOW TO COVER MY FAMILY FOR MEDICAL CARE?

Pensioners are eligible for CGHS facilities and can obtain CGHS card from the nearest CGHS covered city.
