Government appoints 3 members to interest-rate setting panel

Government today named Indian Statistical Institute professor Chetan Ghate, Delhi School of Economics director Pami Dua and Ravindra H Dholakia of IIM- Ahmedabad as members on interest-rate setting Monetary Policy Committee. 

MPC, which will take over the job of setting interest rate, will have six members, with the government and the Reserve Bank of India (RBI) appointing three persons each. 

The Appointments Committee of the Cabinet (ACC) cleared the three eminent experts as members on the MPC for a period of four years, a government notice said. 

RBI nominees will include, governor, a deputy governor and one more person from the central bank.

Manoj Sinha launches India Post Help Centre and a Toll Free Number 1924 
Ministry of Communications today launched India Post Help Centre and a Toll Free Number 1924 to address the grievances of people in the Country related to Department of Posts. Inaugurating the Help Centre here, Minister of Communications, Shri Manoj Sinha said that the move comes in the wake of Prime Minister Shri Narendra Modi’s PRAGATI (Pro-Active Governance And Timely Implementation) review meetings, where he exhorts the Union Ministers to actively address the grievances of the common man by setting up and strengthening Public Redressal Grievances Mechanism.

Shri Sinha said that the Help Centre has been launched in three languages -Hindi, English and Malayalam  and gradually all regional languages will be included which are mentioned in the Schedule of the Indian Constitution.

 He said, the Help Centre will be functioning from 8 A.M to 8 P.M on all working days except holidays. Shri Sinha said that soon, in every circle a nodal officer will be appointed to bring efficiency in redressal mechanism.

The Minister stressed that except in the case of policy decisions, all complaints related to postal services will be addressed within 24 Hours. Shri Sinha recalled that last month he had launched  “Twitter Sewa” for addressing the complaints and concerns of common man and other stake-holders in the telecom and postal sectors, where on an average 100 complaints are received daily related to postal services. He said, the  Department of Posts is one of the 8th largest Department/Ministry in terms of numbers of complaints received. A toll free helpline number ‘1924’ would be available for customers from all over India from landline/mobile phone of service providers namely AirTel, Idea, Vodaphone, Telenor, Aircel, MTS, Reliance etc.

The complaints received from the complainant on toll free number ‘1924’ would be registered in Computerized Customer Centre (CCC) Portal by the operators at the Dak Bhawan and the 11 digits ticket number would be provided to the complainants. If the complaint already registered, the complainant would be informed the status as viewed in CCC Portal. As soon as the complaint is generated on CCC Portal, the concerned post office will take immediate necessary action to resolve it and would upload the status.

All the Postal Circles will have a Control Room for monitoring and redressal of complaints. The Nodal Officer in each Circle will open the CCC Portal every day and check all the complaints beginning with “100030 - …… the Toll Free Complaints” and will examine for quick disposal. The Circle Heads would direct to all the Post Offices concerned to ensure that they log in CCC Portal at the beginning of day and at the end of the day compulsorily.

The case disposal time is one working day subject to policy matters. The complainant would be informed, if it involves policy matter. A reasonable reply should be uploaded in the CCC Portal.  The Circle will update the status of each such cases every 24 hrs. through email on adgpg@indiapost.gov.in. The name of Officers with email address and mobile number in each Circle who will be Nodal Officer, should be sent on email adgpg@indiapost.gov.in .CPMG should review the ‘1924’ pending cases every day and in case of pendency going beyond 24 hours would give full details and convey his/her observation to PG Cell of Directorate which will provide weekly report to the Office of Secretary (Posts). The Circles would provide utmost priority and quick disposal of the complaints received through Toll Free Centre. All the Circles would propagate and give wide publicity of “Toll Free Number 1924” within their jurisdiction through appropriate medium within budgetary limit.

Sub: Grant of Cash equivalent to Leave Salary on the eve of LTC and on retirement etc; 
This is regarding giving of the difference of CELS to the applicable cases for those are entitled and sanctioned as per the old pay from 1.1.16 to 25.7.16 ( the date of notification of the CCS RP Rule 2016) consequent upon the revision of pay from 1.1.16 retrospectively.

2. In terms of 38-A of CCS (leave ) rule encashment of EL along with LTC is to be calculated on pay admissible on the date of availing LTC and DA admissible on that date. If PAY or DA , admissible advised has been revised with retrospective effect , going by the rule the Govt. Servant would be entitled to encashment of leave on the revised rates.

3. The clarification to the above effect is given in DOPT no; 21011/08/2013 –Estt (AL) dated 25.3.2013.

4. The rate of allowances alone have been kept pending in the 7th CPC and are required to be drawn as if 7th CPC is not implemented and there is no super ceding orders of any leave rules so far in the scope of 7th CPC and Govt orders on the recommendation .

5. Hence it is requested to revise leave encashment as per the standing orders on CCS (LR) and cause to pay the difference of CELS to the applicable cases.

Dear Sir,

This is in continuation of the discussions, the Staff Side had with you on 1st September, 2016. We send herewith brief notes on the allowances, which are required to be retained or wherever the quantum has to be enhanced.

As presented before the Committee, we have dealt with the subject in the following manner:-

(i) General Allowances, which are of general nature, covering the Central Government employees across the Departments.(10)

(ii) Area Specific Allowances – The allowances which are granted to all Central Government employees who are posted to a particular location.(2)

(iii) Department Specific Allowances which are granted to a section of the employees in a Department/Ministry taking into account the special nature of jobs assigned to them. (4)

We have received the notes from the Postal, Defence and Railway Organisations. We have requested the Associations/Federations of other departments to send us the notes in the matter. We hope to receive the same soon. As and when the same is received, it will be submitted.

We have endorsed a copy of this letter to the Joint Secretary(Implementation Cell). We have also asked the Departmental Associations to submit their notes on the Department Specific Allowances to the Implementation Cell as also to their Heads of Departments. We request you to kindly convene the meeting of the Committee to discuss the allowances on which Notes are presented to you through this letter.

7th Pay Commission - CCS (RP) Rules 2016: Frequently Asked Question & Clarification on Fixation of Pay, Option etc.

Subject: Implementation of Seventh Central Pay Commission.

Of late , this office is receiving queries regarding pay fixation under CCS(RP) Rules 2016.

2. To avoid reference to this HQrs resulting in delayed action on account of fixation of pay , clarification to frequently asked questions by various controllers is placed below in tabular form for perusal and taking necessary action.

(i) Whether option to opt from 07/2016 (date of next increment) in cases where there is no promotion/ upgradation between 01/01/2016 to 30/06/2016 as the same has not been provided under Tulip.
(i)As regards opting from the date of increment(07/2016), reference is invited to Rule 5 and Rule 11 of CCS(RP) Rules 2016 which stipulates that a government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure. This implies that in cases where there is no promotion/ between 01/01/2016 to 30/06/2016 option to opt from 07/2016 thereby forgoing the arrears from 01/01/2016 to 30/06/2016 in addition to opting from 01/01/2016. Further, a Government servant who continues to draw his pay in the existing pay structure is brought over to the revised pay structure from a date later that 1St day of January 2016, his pay in the revised pay structure shall be fixed in the manner prescribed in accordance with clause (A) of sub rule (1) of rule 7’.

Tulip does not provide for contributing their entire arrear into GPF
It is clarified that Seventh Pay Commission does not lay down any provision for contributing entire GPF or part thereof into GPF account. Para 7 of Min. of Finance OM dated 29.07.2016 is self explanatory on issue.

Option to opt from Date of next increment (07/2016) in respect of cases related to promotion/MACP is not provided under Tulip.
As regards exercising option for seventh CPC from 07/2016 i.e on accrual of next increment in respect of cases who have been promoted/upgraded between 01.01.2016 and 30.06.2016 is concerned, Para 13 and Para 5 of CCS(RP) Rules 2016 may be referred which clearly states that in respect of the above cases, a government servant may elect to switch over the revised pay structure from the date of such promotion or upgradation implying that the option to switch over to the revised pay structure from 07/2016 is not available. Provision of para 15 of Min. of Finance Gazette notification dated 25.07.2016 may also be referred.

Methodology of pay fixation and DNl thereon in respect of Officers/staff who got promotion IMACP between 02.01.2016 to 01.07.2016.
Methodology of pay fixation in respect of cases which involve promotion from one level to another on or after 1st January 2016 has been illustratively described under Para 13 of CCS(RP) Rules 2016

Computation of DA on TPTA along with other allowances.
Computation of DA on Transport Allowance has been clearly explained under Para 3 and Para 4 of MoF, Dept. of Exp OM No. 1-5/2016-IC dated 29.07.2016 reiterating that all allowances (except DA) will be continued to be paid at the existing rates in existing pay structure as if the pay had not been revised w.e.f. 01.01.2016 till further orders.

Whether the option to get his pay fixed under 7th CPC on 1st January or 1st July depending upon the date of appointment promotion or grant of financial up gradation is equally applicable in respect of pre 01/01/2016 cases.
The provisions of CCS(RP) Rules 2016 will apply to cases ( promotion, appointment etc) pertaining to the period after 01/01/2016.
