CWC MEETING OF NATIONAL ASSOCIATION OF POSTAL EMPLOYEES GROUP C PUNJAB CIRCLE WAS HELD AT JALANDHAR ON 07/12/2014.TO 08/12/2014

THE MEETING WAS PRESIDED BY SAURABH MITTAL CIRCLE PRESIDENT, PUNJAB CIRCLE. SH.D.KISHAN RAO, GENERAL SECRETARY OF THE UNION WAS THE CHIEF GUEST DURING THE MEETING.& B.SHIVAKUMAR ,A.G.S[CHQ] & CIRCLE SECRETARY KARANATAKA CIRCLE SHRIBAHAGWAN, FINANCIAL SECRETRAY OF THE CHQ,  AND L.D.KAUSHIK CIRCLE SECRETARY DELHI CIRCLE  WERE ALSO SPECIAL INVITEES DURING THE MEETING. REPRESENTATIVES OF ALL DIVISIONS OF PUNJAB CIRCLE PARTICPATED IN THE MEETING. 
THE MAIN AGENDA OF THE MEETING IS TO DISCUSS THE PROBLEMS BEING FACED BY POSTAL EMPLOYEES LIKE NON WORKING OF UPS IN COMPUTERISED POST OFFICES, PROVISION OF SECURITY SYSTEMS IN POST OFFICES, PROVISION OF FAKE CURRENCY DETECTING MACHINES, SHORATGE OF STAFF AND OTHER MATTERS WERE DISCUSSED. 
S.BALJINDER SINGH CIRCLE SECRETARY PUNJAB CIRCLE REQUEST THE GENERAL SECRETARY TO PUT FORWARD THE PROBLEMS OF POSTAL EMPLOYEES TO HIGHER AUTHORITIES OF THE DEPARTMENT. SH.RAO ASSURES THE MEMBERS THAT THEIR PROBEMS WILL BE TAKEN UP AT DIRECTORATE LEVEL. 
SH.DHARAM PAL SINGH DIVISIONAL SECRETARY ALSO ADDRESS THE MEMBERS REGARDING THE PROBLEM OF OLD COMPUTERS HAVING SLOW SPEED AND ALSO THE PROBLEMS BEING FACED BY THE EMPLOYEES OF CBS POST OFFICES.

Report of the Task Force on Leveraging the Post Office Network

A Task force on leveraging the post offices network of the country  among others had suggested setting up of three subsidiaries as a part of a holding company under the Postal Department under the Ministry of Communication and Information Technology for extending services in the fields of banking, insurance and e-commerce.  The Report of the Task Force headed by former Cabinet Secretary Shri T.S.R. Subramanian was submitted to the Minister for Communications and Information Technology Shri Ravi Shankar Prasad in New Delhi today.
            In all five subsidiary companies will be called Strategic Business Units (SBU)..Two other subsidiaries are for distribution of 3rd party products and services like providing e-services for general public for bill collections and providing of application forms, documents and certificates on commercial basis. Another subsidiary is for .delivery of government services like Aadhaar ration cards, Vikas patras, etc. on agency basis. It was also proposed that each SBU will have a separate  independent board to operate commercially as  a  profit  centre. Each one of the SBU over the time may go for public participation through public issue. It was proposed that a new postal law may be enacted to give statutory basis for these operations.
            After receiving the Report, Shri Ravi Shankar Prasad said that there will be a structured response to the recommendations of the Task Force on priority basis.  He said after  having felt the need to rediscover the potential of the postal department  in the country, he had made a request to the Prime Minister to which Shri Narendra Modi had readily responded by constituting this Task Force. He hoped that the vast connectivity of the Postal Department would be fully exploited to be a part of the e-commerce boom in the country. The Minister said that not a single employee of the postal department will be removed as a part of any reformation of the Department. He also said that there will not be undue increase in the price of the post card and other postal services that are mostly used by the poor.
            Earlier the Chairman of the Task Force Mr. Subramanian said that as banking and financial services  are not available in most of over six  lakh villages of the country, it was felt that a ‘Post Bank of India’ which is professionally organized should contribute for a financial inclusion of the rural poor.  He also hoped that there could be a creation of over five lakh new jobs over next 3-5 years.  He pointed out that State Governments are also keen on the prospects of implementation of the recommendations of this Task Force.

Misusing of Leave Travel Concession (LTC): Rajya Sabha Q&A

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state :-
(a) whether Government has cautioned officials against misusing the Leave Travel Concession (LTC) claims option;



(b) whether Government has decided to carry out random verification of air tickets submitted by officials to ascertain whether the LTC claim is genuine; and

(c) whether a Government officials found indulging in any malpractices in this regard, can be penalized and prevented from availing LTC for the next two to three years, if so, the details thereof?

(a) & (b): Yes, Sir. All the Ministries/Departments have been advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. Further, to keep a check on any kind of misuse of LTC, Ministries/Departments have been advised to randomly get some of the air tickets submitted by the officials verified from the Airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.
(c): In case of any fraudulent activities in Leave Travel Concession coming to the notice of the designated body/agencies, the irregularities are looked into in terms of Rule 16 of the CCS (LTC) Rules, 1988 and disciplinary proceedings are initiated against the Government servant on the charge of preferring a fraudulent claim of LTC. If the disciplinary proceedings result in imposition of any of the penalties specified in Rule 11 of CCS (Classification, Control and Appeal) Rules, 1965, the Government servant shall not be allowed the next two or more sets of LTC in addition to the sets already withheld.
