The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 
NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 



"The Department has signed an agreement with BSNL for providing money remittance throughmobile phones," Department of Posts (DoP) said in an official statement today. 

As per the pact, BSNL has been provided with the requirements of DoP for development of the software. 

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012. 

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said. 

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred. 

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.

FWC OF FNPO AT NEW DELHI 2/07/2012 TO 03/07/2012

The FWC was held under the chairmanship of Shri T. N Rahate on 2-7-2012 at Federation office.
All the members and general Secretaries of FNPO, affiliated Unions participated SG FNPO submitted a report on the activities. FWC decided on number of delegates to the ensuing federal congress. The FWC authorized SG FNPO to send the protest letter to the Directorate on the following:-
1. Non implementation of the MOS assurance on the issue of protection of TRCA2. Failure of MNOP project
3. FWC decided to send the letter to all MPs explaining the GDS issues and to highlight the same in Parliament.
IN the afternoon Shri M. Raghvaiah leader JCM staff side and General Secretary NFIR addressed the FWC. He assured that he will take care of MACP anomalies in the National Council. He also spoke on the need of VII Pay Commission.


The Federal working committee of FNPO was held at Federation office, New Delhi on 02.07.2012. On behalf of NAPE Group ‘C’ S/S Rajat Das, President, D.Kishan Rao, General Secretary, B.Shivakumar, Asst. General Secretary, (Karnataka) G.P.Muthukrishnan, Asst. General Secretary, (Tamilnadu) G.Shankar Goud, Asst. Secretary General, (Andra Pradesh) B.S.Kashid, Deputy. Secretary General, (Maharastra) participated & Sri K.M.Narendra Naik, Asst. Circle Secretary, R.Srinivasan, Postman, Basavanagudi HO from Karnataka circle attended as a Guest in the FWC. Sri D.Theagarajan, Secretary General, FNPO, submitted exclusive report on the various issues of Postal employees and the present situation in the Department. Sri Raghavaiah, General Secretary NFIR and leader staff side JCM addressed the FWC and discussed the issues pending with National JCM, MACP Anomalies committees. Speaking on the occasion, he told we are nearing to the solutions on the MACP anomalies and the promoted officials cases were taken up with the committee. Sri Raghavaiah stated that, as on date there is no proposal of merger of DA and 7th central pay commission. But he has prepared a note on merger of DA and submitting to the JCM. The 7th central pay commission demand will be raised at appropriate time. Full proceedings will be hosted shortly.

Displeased with postal sector, Kapil Sibal calls for reforms

A review meeting of the entire Indian postal sector, chaired by Minister of Communications and IT Kapil Sibal, has found it lagging behind its peers in other parts of the world and called for immediate reforms.
Sibal was displeased with the unorganised nature of Indian postal sector in general, its low contribution to GDP and under-utilised potential to generate employment. According to ministry sources, Sibal on the basis of cross country data presented to him remarked that "Indian Postal Sector is unorganised and grossly undeveloped. In absence of a forward looking policy framework, the Postal Sector in India has failed to keep with global development".
The meeting was held in connection with finalisation of the draft cabinet note for the first detailed National Postal Policy. The data presented in the meeting suggested that global postal services are likely to reach USD 331 billion by 201.
This, however, did not incorporate the current status or contribution of Indian postal sector due to non-availability of authentic data. The officials told Sibal that postal sector in some European countries' contributed between 0.6-0.9 per cent to their GDP but the contribution of estimated Rs 15,000 crore Indian Postal sector is much lower.
In terms of employment generation, postal sector of France accounts for 1 per cent of total employment.
As many as 27 postal service providers in European Union account for 0.5 per cent of the region's total employment whereas it stood at around 0.6 million people out of 1.2 billion population in India.
"Postal sector urgently requires legislative, institutional and governance reforms," Sibal said. He also asked the postal department to make provision for uniform quality standards of services and grievance redressal mechanism at par with global best practices in the policy.
