Mobile Money Transfer service, in Karnataka Circle,

India Post, on Friday, announced the launch of Mobile Money transfer service, in Karnataka Circle, jointly with BSNL. With this, the facility to transfer money will start at 400 chosen post offices across the State in the first phase. It will be gradually extended to all 1,500 post offices across the State, Chief Post Master—Karnataka Circle M S Ramanujan said.
M S Ramanujan said the service would be of great help to migrant population, who, otherwise, have to rely on other modes of money transfer. It will also benefit students who study away from their home towns, he added.

Using this service one can transfer minimum of Rs 1,000 and maximum of Rs 10,000. To use the service, senders would need to visit the post offices in the region where the service is available, deposit the amount and give the receiver’s details. After this, they would get a 16 digit transfer code on their mobile phone, which they would need to send to the recipient via SMS. The recipient can claim the money at a nearby post office, by showing the transaction code and verifying his identity. Recipient also needs to withdraw the money within 7 days of transaction.

The objective of the service is to lower the cost of transaction to enable transaction of even very small amounts. The charge for transferring Rs 1,000  to Rs 1,500 will be Rs 45, while for transferring Rs 1,501 to Rs 5,000, the fee will be Rs 79 and for Rs 5,001 to Rs 10,000, the commission will be Rs 120 including service tax.

       My federation humbly submit the following few lines for your kind notice and favourable orders.

        The postal employees are covered under Productivity Linked Bonus (PLB). As per the PLB formulathough the postal employees are eligible for more than 60 days it is restricted to 60 days only according tothe cap fixed by the Ministry of Finance.

        Further my federation wish to inform that the Postal department had reduced its deficit by implementingvarious new schemes and adopting modern technology during the financial year 2012-13 with the cooperation of the employees.

       Hence we request our Hon’ble finance minister to take necessary steps to remove the Bonus Cap forthe Postal employees while declaring the Bonus for the year 2012-13, which will help to increase themorale of Postal employees in the years to come.

OFFICE MEMORANDUM
Subject: - Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2012-13.
   The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2012-13 to the Central Government employees in Groups C’ and D and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
   2. The benefit will be admissible subject to the following terms and conditions:
   (i) Only those employees who were in service as on 31.3.2013 and have rendered at least six months of continuous service during the year 2012-13 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
   (ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.3454/-).
   (iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more(206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
   (iv) All payments under these orders will be rounded off to the nearest rupee.
   (v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
   3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
   4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
   5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

7th CPC boon or bane for central government employees it is big debate because without 50% D.A Merger 7th CPC alone will not give much benefit to the Central government employees .The Government should  announce  50% D.A merger  or Pay commission  effect  should be from 2011 like other Public sector Units. This is our view.  what is your view ?

Seventh Pay Commission for Central Staff announced - 25/09/2013


FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016 


                                  The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.
            The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

4th CPC                       1.1.1986
5th CPC                       1.1.1996
6th CPC                       1.1.2006

            The average time taken by a Pay Commission to submit its recommendations has been about two years.  Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

            The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders.

What is “Hierarchy”

Generally we all know that the word ‘Hierarchy’ means ‘an arrangement of items’. The same word plays an important role among the government employees. An employee who gets promoted from lower pay-scale to higher pay-scale as a result of promotion, the formation of pay structure is called ‘Promotional Hierarchy’.
It is very normal that each and every central government employee is eager to get a promotion in his service. The advancement of an employee from one grade to another grade is called promotion. That pattern of pay structure for promotion, which gives one grade to another grade with pay range is called ‘Promotional Hierarchy’.
In every central government departments, various staff are working together, but their pay differs. Promotion is provided on the basis of their own promotional hierarchy of category of post. Hierarchy is not common for all employees. It maintained ‘Basic Pay Structure’ for every category of post in every departments. Even though, the same category of employees working in different departments, they may have also different promotional hierarchy.
Initially in 2008, 6th CPC had recommended the new Grade Pay structure for all Central Government employees, this formation also called ‘Hierarchy of Grade Pay’. This Grade Pay Hierarchy is common for all employees, but ‘Promotional Hierarchy’ will differ to each category. In 5th CPC, the order in pay structure was 3050, 3200, 4000, 4500, 5000, 5500, 6500.., but all the employees didn’t get promotion in this order. Every department has different pattern of pay structure for promotion. This is known as ‘Promotional Hierarchy’.
Erstwhile ACP Scheme was based on ‘Promotional Hierarchy’.
The Modified ACP Scheme is based on ‘Grade Pay Hierarchy’.
An employee getting promotion as per his ‘Promotional Hierarchy’, whereas an employee getting MACP upgradation as per ‘Grade Pay Hierarchy’. The Grade Pay has created many anomalies within a single cadre. Hence, all the Trade Unions and Federations summarily rejected and insisted that grade pay of the next promotional post to be granted under the new MACP Scheme instead of granting next higher grade pay in the revised grade pay hierarchy. One more alternative also given by staff side in MACP Core meeting held on 25.2.2010 that the first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next grade pay of the revised pay band and grade pay.
Finally, Dopt has ordered to send the necessary information in respect of specific categories of employees where the MACPs is less advantageous that the erstwhile ACPS. It is based on the discussion with the Staff Side in 3rd meeting of the Joint Committee of MACP Scheme held on 15.03.2011. It identified more in some departments like Railways, Defence, Urban development, Home affairs and Postal.
