OPENING OF NEW POST OFFICES


The minister of States for Communications and Informations Technology Shri Sachin Pilot, informed Rajya Sabha today that, a proposal for opening of Post Offices has been received from Chhattisgarh Government during the financial year for opening of 1927 new rural branch branches of Post Offices at 1927 Gram Panchayath Headquarters.
Department of Posts has included it in its 12th Plan Proposal and has presented to the Planning Commission

Bag Numbering System introduced by the Deparment in the year 2007 discontinued by the department with immediate effect vide letter no. 18-7/APS-D Dated 22.03.2012. Our Federation opposed the system from the day of introduction. Our sincere thanks to Secretary Department of Posts for the right decision and our thanks to Postal JCA

A book on KR written by V.V. Ratneswara Rao (Ex GS NUGDS), published by FNPO and UNI(APRO) was released on 20th March 2012 evening at a function held in our Federation office.





The first copy of the book was released by Bro. Christopher NG (Regional Secretary Asia Pacific UNI), the copy was received by Sis. Christy Hoffman (Deputy General Secretary UNI).

Walmart’s Global Track Record and the Implications for FDI in Multi-Brand Retail in India –




A seminar was organised on the subject by the UNI from 20th March to 22ndMarch 2012.
 Thousands of activists from all over India demonstrated against FDI in Multi-Brand retail in India at JantarMantar on 20th March 2012. The following addressed the gathering

Union cabinet approved release of 7% DA from 1.1.2012


The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2012 representing an increase of 7% over the existing rate of 58% of the Basic Pay/Pension, to compensate for price rise. 
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs.7474.53 crore per annum and Rs.8720.32 crore in the financial year 2012-13 (i.e. for a period of 14 months from January, 2012 to February, 2013).

Secretary Generals of FNPO & NFPE met Secretary(P) along with general Secretaries Of PIII,RIV (affiliated with NFPE) and discussed following


  1. Issues arising out of implementation of L1, L2 concept in RMS: Secretary agreed to hold a meeting with Secretary general and General Secretaries of RMS union shortly.
  2. Undue delay In settlement of agreed items on charter of Demands: Secretary agreed to give a details of the follow up action on the charter of Demands
  3. Revision of wages to casual laborers and absorption: Secretary agreed to consider this issue as early as possible.
  4. A memorandum submitted to secretary on the above subjects by the federations will be posted in our web shortly.
  5. Results of IPO Examinations: Probably Department will declare the results on Monday Evening.

EXPANSION OF POSTAL SERVICES


The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities , as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.
The proposed financial allocation for the XII Five Year Plan, in this regard is Rs. 12,000 crore.
As for setting up of Speed Post Centres, the erstwhile Centres have been reconstructed in the form of Speed Post Sorting Hubs for operational purposes. Sorting hubs have been set up taking into account the following factors:-
(i)  Speed Post Mail handled by a city/town
(ii) Connectivity of city/town in terms of air, rail and road.
(iii) Distance of a city proposed for sorting hub from post offices and other hubs; and
(iv) Mail generations potential of the city/town under consideration.
No new Speed Post Sorting Hubs are proposed for opening in the next two years.
The total number of complaints received for speed post articles in 2011 are 1,48,381 out of which 67,420 were for late delivery and 80,961 for non-delivery. A mechanism has been set up in the Department of Posts for prompt disposal of complaints through Customer Care Centre in all Postal Divisions. Instructions are issued to Divisions for cent-percent handling and settlement of web-based complaints. While specific instances are resolved individually, system defects that come to notice are rectified to avoid recurrence of such instances.

CONTENTS OF PARA -7 OF THE MINUTES
PARA 7 DECENTRALISATION OF PLI/RPLI
The staff side was explained in detail about the competition being faced by the Department in the field of PLI/RPLI and the benefits to be derived by decentralizing the functions. The staff side expressed apprehension about relocation of staff due to the process of decentralization. Member (PLI) explained as to how the role of DPLI was going to be redefined by making the job more productive and the fact that job description for each category of staff had been worked out and the staff of PLI will play an important role in increasing the business and providing after sale service.The request of the staff side to permit the Circle/Regional Office branch of PLI to accept, process and service the policies relating to their Headquarter cities where they were located was accepted to.
The issue relating to payment of incentive, instead of honorarium, will be examined by CGM PLI as it forms a part of Charter of Demands. It was assured that all the officials deputed for PLI/RPLI work to RO/CO from Divisions will be repatriated immediately.

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.

As per extant practice CVC is consulted at two stages, viz., for the first stage advice as to whether evidence collected during the preliminary inquiry merits either a major or a minor penalty in Disciplinary proceedings. After conclusion of the Inquiry, the case records are again referred to the CVC for the second stage advice on the basis of charges held to be partly or fully proved or not proved.

Action against Corrupt Officers
The CBI seeks sanction for prosecution of Government Servants in respect of Prevention of Corruption Act cases under section 19 of the Prevention of Corruption Act, 1988. As on 31.10.2011, there are 189 number of requests for prosecution sanction pending with various Central Government Ministries/Departments/State Governments. Details of these cases are enclosed at Annexure ‘A’.
During the year 2011, CBI has filed charge-sheets against 782 public servants in Prevention of Corruption Act cases. According to information furnished by CBI, sanction for prosecution has been denied by different departments in respect of 85 numbers of public servants during the year 2011.
There is no centralized data reflecting the reasons for denial of such sanctions. Such denial is generally based on merits of individual cases by the concerned Disciplinary authority.
Several steps have been taken by the Government to combat corruption and to improve the functioning of Government. These include:-
(i) Issue of Whistle Blowers Resolution, 2004 and the introduction of the Public Interest Disclosure and Protection to Persons making the Disclosure Bill, 2010 in the Parliament;
(ii) Enactment of Right to Information Act, 2005;
(iii) The pro-active involvement of Ministry/Department through Annual Action Plan on Vigilance as a preventive measure;
(iv) Issue of comprehensive instructions on transparency in tendering and contracting process by the CVC;
(v) Issue of instructions by the CVC asking the organizations to adopt Integrity Pact in major Government procurement activities; Similar instructions have been issued by the Central Government on 16th June 2009 advising the State Governments to adopt Integrity Pact in major procurements;
(vi) Introduction of e-Governance and simplification of procedures and systems;
(vii) Issue of Citizen Charters.
(viii) Acceptance of the First Report of the Group of Ministers to consider measures that can be taken by the Government to tackle corruption.
(ix) Introduction of the Lokpal Bill, 2011 in the Lok Sabha.
(x) Ratification of United Nations Convention Against Corruption (UNCAC).
(xi) Introduction of the Prevention of Bribery of Foreign Public Officials and Officials of Public International Organizations Bill, 2011 in the Lok Sabha.
(xii) Introduction of the Judicial Standards and Accountability Bill, 2010 in the Parliament.
(xiii) Placing details of immovable property returns of Members of the All India Services and Group ‘A’ officers of the Central Government in the public domain.
